RAY BAUM'S ACT

911inform upgrades an organization to be compliant with or exceed federal legislation like RAY BAUM’S Act.

Under §506 of the RAY BAUM’S Act, the Federal Communications Commission has adopted multiple rules to ensurethat a “dispatchable location” is conveyed with all 911 calls from MLTS. Dispatchable location means a location isdelivered to the PSAP with a 911 call that consists of the validated street address of the calling party, plus additionalinformation. Additional information is defined as information such as suite, apartment, or similar information necessaryto adequately identify the location of the calling party (47 CFR §9.3.).

Compliance Dates (MLTS Dispatchable Location): The Commission’s dispatchable location rules for MLTS apply toall MLTS that are manufactured, imported, offered for first sale or lease, first sold or leased, or installed after February16, 2020. The Commission has established multiple and separate deadlines for MLTS to come into compliance with thedispatchable location rules which have since been passed; compliance with the ACT is now required.

Provision of dispatchable location from MLTS on-premises, fixed devices:
On-premises, fixed devices associated with an MLTS must provide automated dispatchable location with911 calls. (47 CFR § 9.16(b)(3)(i).)

Jan. 6, 2022Provision of dispatchable location from MLTS on-premises, non-fixed devices and off-premises devices: On-premises, non-fixed devices associated with an MLTS must provide automated dispatchable location to theappropriate PSAP when technically feasible; Off-premises devices associated with an MLTS must provide tothe appropriate PSAP automated dispatchable location if technically feasible.

Kari's Law

Since 2020, Kari’s Law requires anyone dialing 911 from a Multi-Line Telephone System to be able to reach 911 without dialing with a prefix “9.” Additionally, Kari’s Law requires that notifications must be provided to any on-site personnel.

Alyssa's Law

Alyssa’s Law is state legislation in multiple states. Generally, the laws require schools to maintainsilent alarms for use in emergencies. For schools, 911inform addresses Alyssa’s Law Compliancein multiple ways:

A. 911inform provides panic buttons on smartphones using an app. In addition, 911inform is theonly company in the US with our software embedded in the IOS of all smartphones sold in theUnited States. This exclusivity is through June 30, 2023. This feature allows direct notificationto police on 911 calls placed from any cellphone on the school property. This feature willadditionally satisfy the personal carry wireless activation device clause.

B. 911inform provides panic buttons on computers, laptops, and tablets in schools.

C. 911inform connects and integrates with the premised-based phone system in the school. Thisconnection allows for every phone in the school to have panic buttons on them.

D. 911inform also connects to physical panic buttons located in the school. Traditionally, panicbuttons will trigger an alarm at a central station monitoring facility which then has to call thepolice. When the panic buttons are connected to 911inform, the police immediately receivethe notification in addition to connecting that person with police.

911inform Compliance Overview

911inform is a single-pane-of-glass emergency management and notification system that integrates directly with a building’s physical infrastructure. 911inform provides real-time situational awareness and communication between the organization and on-site staff and first responders during any emergency.

911inform integrates panic buttons, alarm systems, premises-based phone systems, door access systems, cameras/video surveillance systems, paging systems, strobe lights, fire alarms and other connected building systems. In addition to providing physical panic buttons, 911inform supplies software and app-based panic buttons for cell phones, computers, laptops, and tablets for building personnel. This technologyallows for basically every device within the building to act as a panic button and trigger a silent alarm oremergency from anywhere.

In addition to the physical and software-based panic buttons, 911inform software is now pre-installed on all Apple and Android cellphones sold in the United States and is part of the standard operating system on the phones (Apple IOS 12+ and Android 4.0+). This means that if anyone dials 9-1-1 from a cellphone on school property the police and school personnel are notified immediately and given the exact location of the caller. 911inform currently has the exclusivity on this technology through a partnership with RapidSOS untilJune 30th, 2023. This makes 911inform the only company that can deliver this technology without having todownload and install an app on their phone.

911inform stores the building’s emergency action plan for each type of emergency and will automatically perform all functions in an emergency. This precludes building personnel from having to perform additional functions in an emergency situation. For example, when a silent alarm is triggered through a panic button,911inform will automatically lock all the doors in the building, activate strobe lights, notify personnel andthe police directly into the PSAP (Public Safety Access Point), and the local police department and theirpatrol cars. If a lockdown is triggered, 911inform will automatically lock all the doors, activate strobe lights, page overhead and over the phones, display lockdown information on all computers, tablets and TVs in the school, and notify building personnel and police directly.

Every organization has a unique operating plan in the event of an emergency. Every police departmenthas their action plan as well. 911inform is completely customizable to follow the operating proceduresfor each organization and police department independently and make sure all functions are performedcorrectly. Additionally, 911inform logs and stores all communications and user actions performed during anemergency. This provides the organization and police access to detailed reporting on each event and allactions taken with a detailed communication log. This is used for reporting of drills, enhancing action plans,and training.

911inform also makes your organization compliant with new federal legislation, including RAY BAUM’SAct §506. The RAY BAUM’S Act §506 requires all owners and operators of multi-line telephone systemsto provide a Dispatchable Location contemporaneously to the appropriate PSAP, as well as to on-site personnel since January 1, 2021 for wireline connected devices, and January 1, 2022 for wirelessconnected devices. As part of the Telecommunications Act of 1934, complaints of noncompliance will beenforced by the Department of Justice.
